Key Information

The overall mission of the TARGET program is to support the General Education Quality Improvement Program for Equity (GEQIP-E), and the general education sector more broadly, with the ultimate aim of improving student learning and equity. To do this, TARGET builds on previous successes while addressing systemic challenges. There are four key systemic challenges that TARGET is working to address: (i) the need to reorient the system at all levels from the Ministry of Educaiton (MoE) to schools, so as to focus on learning outcomes; (ii) moving the management focus at all levels from input focus to outcome focus; (iii) strengthening the capacity to implement policies and plans at the level of woredas (lower level administrative unit) and schools, and promoting a culture which can underpin this; and (iv) strengthening the ownership of existing policies and plans.
