Key Information

Learning for All (LFA) is a £96.3 million programme (2015–23) aiming to improve learning outcomes and equitable access to primary and secondary education for boys and girls in Rwanda. LFA reaches all public and state aided schools nationwide (3,207 primary as of 2022). It combines non-budget support financial aid (NBSFA) of £35.3m, delivered through a Memorandum of Understanding (MoU) with the Government of Rwanda (GoR), with a programme of technical assistance (TA) worth £62.3m. The financial aid component ended in 2020 and this review will only focus on measuring progress against TA outputs.

The Building Learning Foundations (BLF) Programme is the main technical assistance component of the programme. The BLF’s intended outcome is improved learning outcomes in lower and upper primary education in English and Mathematics, with a special focus on girls and including children with special educational needs. This is intended to improve children’s learning achievement in higher grades, thereby supporting the achievement of the LFA targeted outcome of ‘Improved learning outcomes and increased equitable access to primary and secondary education for girls and boys in Rwanda’. Both the BLF and LFA outcomes will contribute to the achievement of the LFA impact statement, ‘Young men and women including the poorest have the knowledge and skills to support and participate in Rwanda’s economic development.’
